Ang CHANCELLOR namin ay hindi bahagi ng Roman Empire!

Bukas Marso 2 ay malalaman natin kung sino ang mahihirang na Chancellor ng UP Diliman na papalit sa anim na taong panunungkulan ni Sergio Cao, bahagi ng Roman Empire.

Malayo  pa nga BOR meeting ay marami nang lumalabas na mga tsismis o balitang walang basehan. May mga nagsasabi na si Dean  Saloma na daw kasi taga Science; na matindi naman ang pagtutol ng marami sa CAL kasi daw mas tutok lang iyon sa Science. May nagsasabi naman na si Dean Guevara, kasi siya ang napili ni Cao pero marami ang ayaw dahil daw nga ipagpatuloy lang niya ang Roman Empire. May mga nagsasabi naman na ayos si Dean Tolentino dahil nakikibahagi sa pagkilos ng mga kawani at mga estudyante pero leftist daw.

Marami na ang nagtatanong sa atin kung sino ang ating sinosuportahan  bilang Unyon. Ito ang sagot natin.  

Ang gusto ng All UP Workers Union na Chancellor ng UP Diliman ay  may ganitong TINDIG:

1.     Ang Chancellor namin ay kontra sa DISKRIMINASYON sa mga  kawani at REPS.

2.     Ang Chancellor namin ay demokratiko at bukas ang pamamalakad at kinikilala ang Collective Negotiation Agreement o CNA.

3.     Ang Chancellor namin ay sumusuporta sa laban ng 10 days additional sick leave (severance pay).

4. Ang Chancellor namin ay naininindigan na hindi dapat ituring na NEGOSYO ang mga basehang serbisyo tulad ng UFS, Health Service at iba pa.

5.     Ang Chancelor namin ay laban sa kontraktualisasayon ng lahat ng kawani, at may mithiing isa regular ang mga kontraktual na kawani.

6.     Ang Chancellor  namin  ay hindi  BULAG sa aping kalagayan ng AGENCY hired employee at NON UP contractrual.

7.     Ang Chancellor  namin ay naninindigan laban sa budget cut.

8.     Ang Chancellor namin ay naninindigan na ang UP ay pamantasan ng bayan at tumitindig sa mga pambansang isyu tulad ng Maguindanao massacre!

Sa mga nagtatanong kung sino ang ating sinusuportahan, ito na po ang kasagutan , usapin na lang  kung sino sa mga nominado ang may ganitong tindig o katangian at kung siya nga ang hihirangin ng Board of Regents.

Pero sinuman ang bagong Chancellor ng UP Diliman, tiyak na ang ating unyon ay patuloy na ipaglalaban ang karapatan at kagalingan ng mga kawani at makikiisa sa ating mga faculty, REPS at estudyante para sa UP na naglilingkod sa nakararaming mamamayan.

STATEMENT OF SUPPORT FOR DEAN ROLAND TOLENTINO ON THE EVE OF THE BOR MEETING TO SELECT THE NEW UP DILIMAN CHANCELLOR

In the era of intensifying penetration of neoliberal capitalist logic into all areas of social life and with corporatization creeping into the academic ivory tower, producing nomadic youth who are supposed to work anywhere and everywhere around the globe; and the re-orientation of education to mere social efficiency, the University of the Philippines needs a Chancellor who can lead Diliman to reconsider and emphasize its task for theIskolar ng Bayan and national development with transparency, accountability and democratic governance. CONTEND finds such vision in Dean Roland Tolentino.

CONTEND has always stood for democracy and social justice. We are fortunate to have as our chairperson, Dean Rolando Tolentino. As chairperson of CONTEND, Dean Tolentino spearheaded numerous activities that addressed pressing social issues such as faculty tenure, welfare of students and employees, and even national issues that impinge on the life of the University such as budget cuts to education, human rights violations, gender issues, massive electoral fraud and freedom of the press. As colleagues and comrades of Dean Tolentino, we can strongly attest to his unwavering active struggle against local, national and global injustices.

Dean Tolentino’s unwavering commitment to the betterment of the University and the nation is equally matched by his impeccable track record as an administrator, as a well known and revered teacher and mentor, as a public intellectual doing extension work in behalf of the University, and as a critic of Philippine popular culture and society. As members of CONTEND, we believe that these qualities are necessary for effective academic leadership in UP Diliman.

CONTEND has always been steadfast in its commitment to the national good and the struggle against all forms of oppression. It is in this spirit, that we shall remain vigilant of university policies that trample upon student, faculty and workers rights. We shall work with critical and principled engagement with the next UP Diliman Chancellor. We call on the esteemed members of the Board of Regents to give the University of the Philippines the necessary opportunity to start anew and learn from the basic sectors of our University as they seriously call for an end to the Roman Empire. We demand that the new administration practice good governance, transparency and accountability.

Dean Roland Tolentino’s current bid for Chancellorship is unprecedented in the history of UP Diliman. Dean Tolentino is a renowned and respected radical public intellectual who has expressed his willingness to serve the University in ways that are critical and innovative. His positioning on national and university issues are not anathema to the vision statement of the current president. We are affronted that those who were against the selection of the current UP president are using issues against Dean Tolentino which were similar ro the issues they raised against President Pascual.

The selection of Dean Tolentino as UP Diliman Chancellor by the Board of Regents will be consistent with its selection of President Pascual. Dean Tolentino as Chancellor will be a strong pillar in fostering democratic governance in the University and in realizing the ideal of liberal education for which UP is well known—ideals severely compromised under the previous administration.

We, members of the Congress of Teachers for Nationalism and Democracy, pledge our support to Dean Rolando Tolentino and our commitment to continue to work within the spaces of the University to promote a nationalist, scientific and mass oriented education. That we shall continue to expose and oppose all forms of anti-student, anti-faculty and anti-worker policies and programs are only the initial but necessary steps in fostering the values of honor, excellence and social justice that only a public university for public service can advance in the service of our people.

Tomorrow is the 100th day of the killing of Leonardo Co, UP botanist and his teammates Sofronio Cortez of the EDC and Julius Borromeo of the Tongonan Farmers Association (ToFa). Mga Kathang Katotohanan: A Contemporary History of Greenwashing at U.P. Diliman

Third and Last Public Forum with U.P. Diliman Chancellor Nominees

The last public forum on the search for the next UP Diliman Chancello, principally for the administrative staff and REPS, was held yesterday, February 7, 2011 at Claro M. Recto Hall, Faculty Center, U.P. Diliman.

The five nominees again made their seven minute each presentation following the sequence decided by drawing lots: University Center for Women's Studies Director Sylvia Claudio, College of Mass Communication Dean Rolando Tolentino, Dr. Patrick Alain Azanza, , College of Science Dean Caesar Saloma , and Former College of Engineering Dean Rowena Guevara.

The questions asked during the forum were the following:

1) Naniniwala ka bang may umiiral na diskriminasyon sa hanay ng faculty, REPS at kawani sa UP. Kung naniniwala ka o hindi, magbigay ng kongkretong halimbawa. Kung naniniwala kang mayroon, ano ang gagawin mo para maiwasto ito?

2) Lumalaki ang bilang ng mga kontraktwal sa Unibersidad. Ano ang gagawin mo para maibsan/masolusyonan ito?

3) Ano ang magagawa mo para sa mga non-UP contractuals?

4) Hanggang SG 24 lamang ang mga REPS kahit na may mga PhDs na sila. Ano ang tingin mo rito at ano ang magagawa mo kung ikaw ang Chancellor?

5) Mula sa hanay ng mga informal settlers: Ano ang plano niyo para sa amin?

6) Ano ang plano niyo sa Bgy UP Campus?

7) Naniniwala ka bang may baluktot na pamamahala ang Roman Administration tulad ng tuition increase, pagpatalsik sa Student Regent at sa PGH Director, at di pagpapatupad sa desisyon ng BOR na bigyang tenure si Sarah Raymundo?

Inaasahang isumite ng Search Committee ang kanilang report sa UP President sa Pebrero 18. Ang UP Board of Regents ang mamimili ng bagong Chancellor sa regular na pulong nito sa Pebrero 24, 2011 sa Quezon Hall, UP Diliman.

Notes on the Answers of Nominees in the 2nd Public Forum for Nominees for U.P. Diliman Chancellor

These are my notes on the answers of nominees on the second public forum held for nominees for U.P. Diliman Chancellor at the U.P. College of Law Auditorium last January 31, 2011.

According to former Faculty Regent Judy M. Taguiwalo, The first one, principally for the students, was held last January 24, 2011 at the NISMED Auditorium. The third and last forum, principally for the REPS and administrative staff, will be on February 7, 2011, from 2:00 to 4:30 pm at the Claro M. Recto Hall, Faculty Center (see: http://diliman-diary.blogspot.com/2011/01/1a.html).  

The Search Committee will also be available for consultation to all sectors of U.P. Diliman on February 3 (Thursday) from 10:00 am to 12:00 nn at the BOR Meeting Room in Quezon Hall.

The Board of Regents will choose the new Chancellor on February 24, 2011 during its regular meeting.

The official nominees for U.P. Diliman Chancellor are: Former College of Engineering Dean Rowena Guevara, College of Science Dean Caesar Saloma , Dr. Patrick Alain Azanza, University Center for Women's Studies Director Sylvia Claudio and College of Mass Communication Dean Rolando Tolentino

1. What is your track record in practicing democratic governance? And what are your concrete plans to ensure such if chosen as Chancellor?

Former Dean Guevarra: I shall maintain an open door policy for all students. For the Staff, I am open to a discussion on any issue at all levels

Dean Saloma: I shall exercise leadership by example and I will always make it a point to issue status reports. I will endeavor to uphold the mission and vision of the university.

Dr. Azanza: I shall conduct consultations on all levels – that is, with the students, faculty and staff.

Dr. Claudio: I shall follow policy.

Dean Tolentino: I shall undertake consultations and co-collaborations. I will ensure the autonomy of students in terms of their freedom of the press.

Rolando Tolentino: Chancellor na Maaasahang Katuwang sa “Muling Pag-aakda ng Magaling na UP sa ika 21 Siglo”

Noong Lunes, Enero 31, dumalo ako sa Public Forum para marinig ang limang nominado para sa susunod na Chancellor ng UP Diliman.

Nabasa ko na ang mga vision paper at mga CV nina Drs. Azanza, Claudio, Guevara, Saloma at Tolentino na nakapost sa upwebsite. Matagal ko nang kilala si Dr. Claudio, Director ng University Center for Women’s Studies at kasamang propesor sa College of Social Work and Community Development. Si Dean Saloma ng College of Science ay isa sa mga hinahangaan kong siyentista at administrador ng UP batay sa karanasan ko sa University Council at sa UPD Executive Committee. Alam ko na si Dating Dean Guevara ay unang babaeng Dean ng College of Engineering at piyanista sa mga concerts ni Chancellor Cao at si Dr. Azanza nama’y kabilang sa 11 na nominado sa nakaraang pamimili ng Pangulo para sa UP.

Sa naturang public forum para sa mga faculty, ang sagot ni Dr. Roland Tolentino, kasalukuyang Dean ng College of Mass Communication, sa dalawang tanong na sinagot ng lahat ng mga nominado ang may malaking resonance para sa akin.

Sa tanong sa kung sino sa mga faculty/colleagues ang may malaking impluwensiya o nagbigay inspirasyon sa kanila, maiksi ang naging sagot ni Dean Tolentino. Binanggit niya sina Isagani Cruz at Nicanor Tiongson bilang dalawa sa mahuhusay niyang mga guro. Pero binigyan ni Dean Tolentino ng partikular na pagtatangi si Dr. Bien Lumbera dahil “tinuruan akong maging mabuting mamamayan.”

Malaman ang sagot na ito para sa nakakakilala kay Bien Lumbera, Pambansang Alagad ng Sining, Professor Emeritus ng Unibersidad ng Pilipinas. Ang buhay ni Dr. Lumbera ay buhay na nag-umpisa sa toreng garil ng akademya (Fullbright scholar, PhD Comparative Literature, Indiana University ). Sa pagbalik sa Pilipinas, pumanig si Dr. Lumbera sa makabayang kilusan, nakulong sa panahon ng batas militar, pinatalsik ng Ateneo de Manila bilang propesor. Ang UP ang tumanggap kay Dr. Lumbera at sa matagal na panahon sa pamantasan ng bayan, nananatili si Dr. Lumbera na nakapanig sa mamamayan. Mahihinuha ito sa kanyang mga akda, sa kanyang pagtuturo, sa mga estudyanteng ginabayan niya sa kanilang masterado at doktorado at sa patuloy na pakikisangkot niya sa mga pagkilos sa pamantasan o sa lansangan man.

Ang sagot ni Dean Tolentino sa tanong ukol sa “napapansing pangingibabaw ng Science at Engineering sa Diliman dahil sa rekurso na inilaan para sa kanilang mga sentro at ang paggamit ng mga pamantayang pang-science (international publications, quantitative assessments) kaugnay ng promosyon ng kaguruan”: palatandaan daw ito ng atomisasyon o pagkawatak-watak ng Diliman kung saan nagkakanya kanya na ang mga yunit at disiplina para magpalitaw ng mga rekurso at hindi na nakikita ang kabuuan.”

Para sa nakakaalam naman sa naging kalakaran nitong mga nakaraang anim na taon sa UP, tumindi ang pagkanya-kanya ng mga kolehiyo. Maluwag ang mga kolehiyo na may mayayamang alumni at/o nagpataw ng matataas na tuition para sa graduate programs. Ang nakakakaalam lang ng aktwal na kalagayang pampinansya ng Unibersidad ay ang mga nasa Quezon Hall. Nabago ang 1994 land use plan na hindi man lang natalakay sa UPD Executive Committee.

Ang dalawang sagot ni Dean Tolentino ay indikasyon kung saan patutungo ang UP Diliman sa kanyang panunungkulan bilang chancellor: ang unibersidad na ang kahusayan at kagalingan ay nakakawing sa paglilingkod sa sambayanan at ang pamamalakad sa isang Unibersidad na may pagmamalasakit sa kabuuan, hindi lamang sa kanya-kanyang yunit at sa pagkakaroon ng transparency sa katayuang pinansiyal at mga desisyon ng Diliman.

Hindi matatawaran ang academic credentials ni Dean Tolentino laluna sa larangan ng pagtuturo (hinirang na isa sa top 5 na guro sa Diliman nitong nakaraang taon batay sa nominasyon at boto mismo ng mga estudyante) at sa publikasyon (11 aklat na inakda o bilang co-editor mula 2000 kabilang na ang pagkapanalo sa Best Film Criticism Book noong 2001). Nahirang din siya bilang isa sa mga UP Artists. Internasyunal din ang pagkilala sa kanya. Naging Visiting Research Fellow ng Kyoto University, naging Distinguish Visitor ng UC Berkeley and UCLA Southeast Asian Studies Consortium at Visiting Fellow sa National University of Singapore

Pero di nagpapakahon si Dr. Tolentino sa gawaing pang-akademiko. Kasabay ng produktibong pagtuturo at pagsusulat, matingkad ang pakikilahok niya sa usaping panlipunan—pagsasabuhay sa diwa ng paging public university ng UP.

Bilang kagawad o Tagapangulo ng University Council Committee on National Policies and Programs, naging malaki ang kontribusyon ni Dean Tolentino sa pagbalangkas ng mga pahayag ng University Council tulad ng “ A Call for Greater State Subsidy” and “GMA Must Go”. Bilang Dekano ng CMC, pinangunahan ni Dean Tolentino ang pagtindig ng kolehiyo sa mga karahasan laban sa mga mamahayag tulad nang nagyari sa Maguindanao Massacre. At hindi nagwawakas doon ang kanyang pakikisangkot, kasama siya ng mga peryodista sa Mendiola para hilingan nag hustisya sa mga biktima ng masaker at kabahagi sa mga pagkilos sa loob at labas ng UP para igiit ang mas mataas na budget para sa Unibersidad at sa iba pang mga state universities and colleges.

Hindi rin nangimi si Dean Tolentino na tumindig sa isyu ni Sarah Raymundo at iba pang mga untenured faculty na hindi trinato ayon sa mga nakatindig na mga patakaran sa paggawad ng tenure sa Unibersidad ng Pilipinas.

Hindi na ako bahagi ng Board of Regents na mamimili sa susunod na Chancellor ng UP Diliman. Pero katulad ng ginawa kong batayan sa pagboto kay Alfredo Pascual bilang Presidente ng UP, ang vision statement at track record ang mapagpasya para sa akin.

Kinakatawan ni Dr. Rolando Tolentino ang dangal at galing ng Unibersidad na naglilingkod sa sambayanan. Kinakatawan ni Dr. Roland Tolentino ang pagtindig para sa demokratikong pamamahala sa Unibersidad sa panahong binawale wala ito ng mga nakaupo sa Quezon Hall. Kinakatawan ni Dr. Roland Tolentino ang isang uri ng inobasyon na magpapanatili sa UP bilang isang “public university” na naninindigan at may pananagutan sa serbisyong pampubliko.

Karapat dapat siyang maging Chancellor ng UP Diliman na mahigpit na katuwang ng ika-20 Pangulo ng UP sa pagtahak sa bisyon ng”Muling Pag-aakda ng Magaling na UP sa ika 21 Siglo”!

The second three-year term of UP Diliman Chancellor Segio Cao ends on February 28, 2011. The search for the next UP Diliman Chancellor started early this month with the constitution of the Search Committee.

Two of the three public fora on the nominees for the Chancellor have been held. The first one, principally for the students, was held last January 24, 2011 at the NISMED Auditorium. The second one, principally for the faculty was held this morning at the College of Law Auditorium . I missed the first forum as I had to attend the UPD Executive Committee meeting. But I made sure to attend this morning’s forum to share with you pictures and an account of what transpired this morning.

All five nominees were given seven minutes to present their vision paper. The order of presentation determined by drawing lots was the following: Former Engineering Dean Rowena Guevara, College of Science Dean Caesar Saloma , Dr. Patrick Azanza, UCWS Director Sylvia Claudio and College of Mass Communication Dean Rolando Tolentino . After the presentations written questions submitted by the audience were asked and answered by all five nominees.

Here are the questions based on my notes. (These are not verbatim as I could not write that fast)

1. What is your track record in practicing democratic governance? And what are your concrete plans to ensure such if chosen as Chancellor?
2. There is a sense of the dominance of the natural science and engineering in the university as indicated by the resources channeled to them and the use of natural science criteria for evaluating faculty. Corollary to this, the humanities and the social sciences appear to be in the margins. Please comment.
3. The Administration’s assessment of the RGEP has still to be disseminated widely but news has cropped up of the flaws of the program. What will you do as Chancellor to address these flaws?
4. How do you intend to handle issues of plagiarism in the university?
There are flaws in the tenure process for faculty with the Sarah Raymundo case as the most recent example. 5. How are you going to handle such cases taking into account departmental autonomy?
6. Paano mo ipatutupad ang palisiya sa pambansang wika at ano ang maging papel ng Sentro ng Wika sa iyong administrasyon?
7. What are your thoughts on the recent approval of the BOR of the Ayala contract to lease the present UPIS site?
8. Who among your professors/colleagues have inspired you the most?

The forum ended at around 11:45 am. The third and last forum, principally for the REPS and administrative staff, will be on February 7, 2011, from 2:00 to 4:30 pm at the Claro M. Recto Hall, Faculty Center .

Nominees for the chancellor of the University of the Philippines Diliman (UPD) laid out their visions for the university at the National Institute for Science and Mathematics and Education (NISMED) on Tuesday.

The five nominees, including College of Mass Communication (CMC) dean Roland Tolentino, presented to students their plans for UP to become a national university that combines academic excellence and public service.

Other hopefuls include businessman and education senior lecturer Patrick Azanza, Science dean Caesar Saloma, former Engineering dean Rowena Guevara and UP Center for Women Studies director Sylvia Estrada-Claudio.
